01. Open REGEDIT and navigate to HKEY_LOCAL_MACHINE\ SOFTWARE\ Microsoft\ Internet Explorer\ Main. In the right- hand pane, you'll find the "fullscreen" value.
02. Double-click it to change the "no" to a "yes" (or vice versa).
From what I can tell, everything else in this key can be changed within the regular Internet Options dialog. As is the case for every other system tweak, I wouldn't suggest "optimizing" settings you don't understand. Have you ever used a Web browser? Okay, then you're clear for take-off... this time.
